What means this error when i move an app?

When i move an app from my mom's Samsung A50, i am getting the error that means i cannot move the app because the Home screen disposition is locked. What means this message? See the screenshot below

Hi, long press a empty page on your home screen, then tap home screen settings and toggle off home screen lock
