If I grab one of these from best buy, what version of the OS can it be officially upgraded to? (no roms or hacks please)

And, does Google chat support video on this device?

Using your demands, that would be up to HTC. People say it comes with 2.2, but mine has 2.3.3 with Sense 2.1 for Tablet

There's been no official Android update released for this thing yet. There was a software update released sometime back to enable the OnLive Viewer, but that's about it. Everything else right now is in "roms or hacks" land.

Google Chat does not support the camera. That requires 2.3.4.
