What's going on with charging my phone?

So my Galaxy s9 is being pretty picky on how its change and has been wonky with when its being charged, as of now it hasn't really exhibit that currently. It does not charge when hooked up to its own charger and can only do it through one that I use for a battery pack despite its own charging being able to charge other devices. Now the other thing is that when I unplug the phone after being able to charge it, the phone will have its screen turn on and off multiple times, probably 5 or 6 times. This all occurred from having errors of moisture in the port for a couple of days when trying to charge it. I haven't had it in contact with any moisture that I know of so I have no idea. I'd like to get some more insight on what's going on.
 
Welcome to Android Central! If there was in fact exposure to moisture, then that may have caused some corrosion already, thus leading to your current issues. Just because you didn't dip your phone in a pool doesn't mean it couldn't have been exposed to moisture. For example, do you ever bring it into the bathroom with you and then take a nice hot shower, filling the room with water vapor? That could be enough to cause this issue.

See if the problem persists in Safe Mode: https://support.t-mobile.com/docs/DOC-37190. If it does, then bring it to a repair shop for further diagnosis. Unfortunately, since water damage is suspected, your warranty probably won't cover it.
