What's my best backup option?

HTC One on AT&T.

If I backup with HTC Sync Manager, and then need to restore for any reason, will Sync Manager restore APPS & DATA, SETTINGS, ACCOUNTS so that the phone looks and acts like it did before? So I don't have to go through all that again?

If Sync Manager doesn't do that, what does? I also have HTC Backup on the phone that backs-up to Dropbox. Will that do it?

For what you are describing i.e. apps with data, full email with accounts type backups, yes you have to be rooted. If you simply want to restore apps and some settings MyBackUp Pro used to restore screens and app placement, but I haven't used it in several years so it may have gotten better since then. As for apps alone (without data) Google Play does this very well, and Google does contacts well as long as they are set as Google contacts. You can batch set contacts in your people app. Meanwhile if you don't want to spend money for an app Astro file manager has a nice backup feature, but again no data, and it is a rather useful app for other things. It will backup SMS and MMS, docs and much more.
 
I use the built-in HTC Backup to store settings, contacts and apps on Dropbox. I also got a free key for Ease Backup and I use it for storing a local copy of my SMS and call logs. This app works great can backup app/game data if you are rooted but I haven't try that.
 
When using HTC Backup, how deep does the backup go? In other words, can it restore home page layouts, accounts, apps & data,...what? I don't really care about media, I can re-load that.

if you go to settings > backup & reset there is a full description of what backup does.
 
Well, I tried Helium. Then I did a test by deleting one app and then did a restore. Didn't get the app back.

Did you select the app to restore? Was your phone connected to your computer? Helium works great for single apps. I do it before updating lots of apps in case I don't like the new version. I have NOT figured out how to restore WiFi settings and they never responded to my email about that.

My BackUp Pro is great for full backups of data, texts, phone logs and photos and goes much faster when restoring than Titanium.

However, I'm also rooted and use the backup in recovery occasionally in case I need to do a "system restore". Just haven't really figured out how to use that generally.
