What's the difference between tethering and hotspot?

I'm referring to the hotspot mentioned in this thread. Is it just the fact that you can add a password?

Tethering became the term when you literally tether your phone to the computer through USB to act as a USB modem. Hotspot (phone almost turned that to hospital also) is the act of creating a wifi network where the phone acts as a modem/router.

They're practically the same thing with different delivery methods so people will still call the act of utilizing your phone as a modem as tethering.
