Whats thepoint of having two privacy managers?

Why Lineage OS has two privacy managers? App ops and privacy guard. They just go on top of each other so privacy guard is useless. I searched how to disable/remove privacy guard and removed appops.xml from data>system. The file just came back. How to disable or remove it completely?
