when going to settings it scrolls to bottom - cannot scroll up

I recently have run into an issue where when I go into settings the screen automatically scrolls to the bottom and I cannot scroll upwards. The same thing happens when I go into Apps.
I have booted into safe mode and everything works fine. I have also uninstalled the previous few days installs/updates. I have upgraded to Android 'O' to see if that would help with no success. Does anyone have any other suggestions I could try. I am not rooted and no interest right now to root it.

Working in safe mode would indicate an externally installed app, but no idea what. Keyboard maybe? Bad app update, but sounds like you've addressed those.
