When I get a call on WhatsApp, there is no answer/reject unless I unlock the phone

When the phone is sitting on my desk or on couch, and I get a whatsapp call, I get a small bubble on top of the screen with edge lighting, but no answer/reject option.

Is this normal?
I don't remember this happening on my older phones.
