When I plug in my GS4 to charge the screen goes to half dark half light, not turning off completely. How can I fix this?

When I plug in my Samsung GS4 to charge it, the screen goes slightly dim, and when
I press the on/volume button on the right side of the phone then the screen will go
dark and start charging the phone.

Welcome to Android Central! Sorry, can you clarify that? When you say half dark half light, do you mean it just dims uniformly? And when you press on/volume--which one is it? Are you pressing both at the same time, or does that just happen when you press either button?

Have you tried other cables?
