It is up to Google not HTC the non GPE was said to get it within 90 days for US at least and the one us by HTC not Google.

I don't think I'm quite getting what you said, it doesn't seem to make a lot of sense. HTC made a statement saying that they'd release the KitKat OTA for the HTC One Google Play Edition within 15 days, its been 15 days lol and what do you mean by this...

the one us by HTC not Google.

Well its now within 15 days and HTC failed to deliver as I expected. I half wanted to believe in them this time too. Awesome hardware, but man that CEO needs to keep his damn mouth shut if he isnt 100% sure on a release. He should of said "Within the coming months" and left it at that!
