Ensure you have "Enhanced LTE Services" on within your settings.

T-Mobile does not support VoLTE on the Pixel as of now, only AT&T and Verizon do. You can still get simultaneous voice and data with T-Mobile, hence it switching down to HSPA+, which is the H you see. Maybe some day soon T-mo will support VoLTE on the Pixel since they have it on all of their phones.
