Where is app settings on the Samsung galaxy s3 phone?

Hello. Welcome to Android Central.

If you meant the apn settings for your carrier - they are at Connections - More (Networks) - Mobile Networks - Access Point Names.

App 'settings' to clear data, turn off, move etc are in General - Applications Manager - All.

Each opened app will have individual settings via the menu button or 3 bar (hamburger) icon that brings out a side menu.

These are for Samsung S3 style Touchwiz layouts.
