Where can I find the User Manual for Android 4.4.2 Kitkat?

You can find information on all versions at the Android.com website and in Google Play you can get Android Quick Start Guide, Android 4.4 (KitKat): US English version EBook, and its Free.
OR you can go to the manufacturer of your phone and get the user manual for a phone with 4.4.2
Remember that all phones, tablets, etc except for Nexus units, and developer edition phones, are not RAW android, they are all customized be the manufacturer for they own flavor of Android.
Anymore information you have to go to android developer website.
