Where did the developer options go?

I recently did the ota update to 4.2.1. I had been rooted on 4.1 (possibly 4.2, i dont remember of the top of my head). Ididn't realize there was a way to prevent it from being overwritten so I need to re-root, but I can't find the developer options section under settings and I'm pretty sure usb debug isn't turned on, is there a way to force usb debug mode from my computer? Or does anybody know another way to find that menu?
 
This is a feature of Jelly Bean, not a consequence of rooting.
Google figured that there are certain people who don't need the developer options, people who just use the device as it is. So they hid the developer menu.
Go to the settings page, and say about device.
You know how if you repeatedly tap the android version to see a jelly bean android head easter egg? You do the same thing.
Find the section that says build number, and tap it like crazy. After 10 or so taps, it will enable the developer menu.
