I have recently ditched an ageing HTC Wildfire S running Android 2.3.5, for a Samsung Galaxy S4 Mini, running 4.4.2. I changed the wallpaper to a nice, landscape-oriented photo, expecting to see the left and right edges of the photo as I swiped the home screen to the left and right. But no, it just sits there, showing a centre crop of the image. I can find plenty of parallax apps to clutter up my nice, new, fast, empty phone, but is that parallax scrolling I liked on my old HTC an HTC-specific thing? Or is it something that was dropped in the newer releases of the OS?
