Where is SDK Manager EXE in the ADB utility?

Hi, I'm trying to remove Bloatware from my Samsung Galaxy Note 4 (specifically, the wretched Peel tv remote app which is driving me into a straitjacket). I found "https://www.youtube.com/watch?v=3VQSjKQkh7U" which wants me to download the ADB. I found "https://www.howtogeek.com/125769/how-to-install-and-use-abd-the-android-debug-bridge-utility/" which directs me to the Android SDK Download page "https://developer.android.com/studio/index.html" and towards the bottom (Command Line tools only) is a download: "sdk-tools-windows-3859397.zip" The instructions tell me to unzip this and run the SDK Manager EXE but the unzip only has a .bat file. So am I doing something wrong, or looking in the wrong place?
