What picture are you talking about? Portrait mode pictures?

The background you set for home and lock screen. On Home, the choice is clear. If you select your apps page, the background Pic is blurred. Used to be a bottom swipe up with a blur slider. Now, always blurry.

Stock touch wiz. A workaround is to put everything on the home pages. This seems to be a Android wide change asaict.
