I checked mine and I have that setting off. I have noticed even with AOD, my screen is completely black when I take the phone out of my pocket, and then when it senses light (I guess?) the AOD then appears. So, I've attached a copy of my settings - maybe it has something with you having auto brightness turned off or something related? Look at my settings (attached screen shot). Do your settings match?

if you want to save battery turn your brightness down, i see you have it up at full whack

true history
It moves on it's own. I was in the dark. It's on auto. Noticed something weird. When I had the notification drawer pulled down, and was in a moving vehicle that went from a bright to shaded area and out again, I could see the slider go back and forth on it's own!

If you have auto brightness turned on, what you describe is what can be expected. If you don't like what selected, you can adjust the brightness slider to your own preferences. The phone will, over time, learn your preferences and make better auto brightness adjustments for you.

With AOD on, you don't need to be using the battery unless you need to look at that screen. When you aren't, turn the phone screen down or put it in your pocket and it will turn off to save the battery.
