Which language use for Android Signature Recognition System project ?

Hello sir/madam ,
My project is Signature Recognition.In my project, The Signature image should be captured first then that image process through image processing and feature extraction part and then the signature image trained via neural network.
so, please suggest me which tools or language use to develop this type of project.
