Which phone to get for ROMS

I am curious which phones would be within the price range of $0-$175 or so that has a decent amount of ROMS available for it as well. It needs to be a GSM phone that can be unlocked. Also it needs to support atleast 3G

Definitely Nexus 4. By far the best for rooting. Behind that would be the Galaxy Nexus.

One important question that needs asking. Is this $175 full price or $175 on contract?
