While on internet using galaxy s3 incoming calls go straight to voicemail why is that

Some phones (and carriers) can do voice and data simultaneously, some can't. If yours can't, the options are that the caller just hears a ringback (the tone they hear that tells them that your phone should be ringing) until they hang up or sending the call to voicemail. I think your carrier made the correct choice - at least the caller can leave a message.
