Why am I being asked for a privacy protection password in spite of factory wiping/resetting and rebooting?

privacy protection password in spite of factory wiping/resetting and rebooting

I wiped user data -there wasn't much- as per the instructions of the supplier, but still the message remains. Help!

Welcome to Android Central! Which phone? That might be related to the SIM card, not the phone.
