'There was a problem communicating with the Google servers Please try again later ' error

hello!
I bought a used phone that works well.
I tried to add a Google Play account but every time do this come up
'There was a problem communicating with the Google servers
Please try again later ' under that to they ask if I want to create a new account. I try to do it but every time it says that the username is not avaible. I dont have any struggles to log in at google in the webbrowser but when it comes to google play it doesnt work.
I would really appreciate if you took your time to read and answer this, thanks.

Welcome to Android Central! Is this happening on wi-fi or mobile data? How do you know this used phone works well? Maybe this issue is something the original user couldn't figure out, and hence wanted to sell it ...
