Ii have tried to clear cache,clear data and force stop many times.but still it doesn't helped !!"please help.....

Welcome to Android Central! Which phone? Does this happen on both wi-fi and mobile data? Try also going to Settings>Apps>All, select Download Manager, and Clear Cache/Clear Data, then Force Stop.
