Why am I not receiving any notifications on my apps unless I unlock the screen?

i have an internet problem on my s5

internet problem in my samsung galaxy s5 dual sim 4g. i bought from few weeks from jeddah - ksa
then i gave it to my wife in egypt.
now, the problem is the mobile does not receive any internet apps notifications such as whatsapp, face book messenger unless she unlock the screen and open the application.
i tried to solve the problem several times, i reset the phone and bring it as a new one, i changed her internet backage from the operator ( vodafone egypt ) , i set the phone to airplane mode and connect only the wifi, and also the same problem. i searched a lot on google and i found some people talking about ( push services issues ) but i couldn't find a solution in this way.
note: after i changed the internet package, the problem disappeared for a few days then come back now worst.
the other internet features are working properly like browsing or youtube app.
can u plz help?

Check and see if RESTRICT BACKGROUND DATA is enabled in DATA USAGE settings. Disable it if it's enabled.

You're not using juice deffender or something similar to disable data while phone sleeps to conserve battery? Also, I would check if notification for those particular apps is not unchecked in Aplication manager.

No i'm not using any application to kill tasks or save battery
and the notifications for the apps having the problem are all on
