Why am I still getting app notifications when "Do Not Disturb" is on?

I have a Galaxy S5 and I have "Do Not Disturb" on with some app exceptions. But apps that do NOT have permission to give notifications during "Do Not Disturb" are still popping up. It's super annoying. I've checked and the "Do Not Disturb" icon is up top (so it is in fact on) and these apps do NOT have "Set as Priority" turned on, so why is this happening?

DND does not turn notifications off, it silents them, but they will still show in the bar and turn the LED on.
