Why am i unable to make video calls?

Hello,

I have a Galaxy S6 (SM-G920F) that works with an android 7
The problem is that I can not make a video call using my carier's video calls (which is ooredoo)
When I display a contact I have the call icon but not the video call icon

I have a friend who has a galaxy s7 on android 7 that can make video calls
I have another friend who has a galaxy s6 on android 6 that can make a video call also

What is the problem?

Ooredoo's website https://www.ooredoo.qa/portal/OoredooQatar/shahry-calling-service?locale_name=en says:

If you and your friend have video-calling supported phones, you can see and talk to each other on your handsets. Select the video call option from your handset menu and then make your call. Make sure the 3G/4G icon shows on your handset screen.

So, that is the first question - do you have a 3G or 4G connection?

Also, it appears that Video Calling is supported only on the Shahry (post-paid) service, not the Hala (pre-paid) service.

Which service do you have?
