Why am I unable to place or receive a phone call on my Galaxy S7 tablet?

I receive a message "Can't make call. Make sure your phone is conneted to a Network call & text on other devices is on.
I've looked at all the settings, but I'm still unable to make a call. I'm sure there is something that I'm missing.

Do you pay for phone service for your tablet? Or are you trying to pair it with your phone?

Do you have Verizon? Verizon disables call & text on other devices.
