Why am I unable to purchase music from Google play music store?

unable to purchase music from Google play music store

I have tried to purchase music on my phone using the Google play music app, but every time I do I get this error... "Error while retrieving information from server (BM-PPH-10)".
I have purchased items in the past but this was while I was living in the US. I am living in Ireland now and can't seem to buy anything. I set up my Google wallet account with a valid card but no change. Any suggestions???
