Machine Details screen overlapping on Home Screens

This started after I performed a restore to factory and I received what you see in the inserted image. To describe it is a semi transparent black screen with yellow text starting with:
PDA: I317MVLUDNF3
Phone: I317MVLUDNF3
CSC: I317MOYADNF3
etc...
This overlaps only the home screens covering about 70% of the top half of the screen. When I open an app this overlapping screen disappears until I go back to the home screens again. I cannot swipe it away and it is very difficult to see the icons underneath. So I have to move the home screens right or left to the edge to see the icons. I have restored the phone again with the same result. The phone has never been rooted, unlocked or tampered with. I called Samsung support and they said it needs to be sent in for repair. Due to the age of the device it isn't worth fixing as I could get a used one for $200 to $300, however I am still in one of those 3 year contracts with 1 year still left to go.

Any ideas would be greatly appreciated.
