Why are my apps stuck in queue?

Every app I try to install and update says it's downloading, but on my notification bar it says whatever I'm installing/updating is queued. I tried clearing the cache and data in the Google Play Store then reboot my phone. Is there anything else I could do?

Do you have a firewall or adblocker installed? They can block legit download at times

No, I don't use either.

Hmm try force stop the play store app itself. You can't uninstall them I didn't think else uninstall and reinstall works for misbehaving apps!
Try wipe cache partition on the device itself next...

I cleared the cache from my system and apps and force stopped the google play store and it's service but still nothing.

Hmm... Can you sign out of play store then sign back in again?
