Why are my back and recent app buttons/icons not responding (Note 9)

My Note 9 is eleven days old. Yesterday I began experiencing a troubling issue. When on the desktop or in a desktop folder, the back and recent apps buttons do not function (are nonresponsive) when you tap on the icon. If you tap to the right or left of the icons, they work. Once you enter an app (ie. chrome), the buttons begin working properly again. After closing the app however, they are again nonresponsive to touches made on the icons. When the device is restarted, the buttons work normally for roughly one minute before they revert back to being nonresponsive. I have attempted the following troubleshooting options (guided by Samsung support):

Wipe cache partition
Simulate a battery pull
Ensure all system updates have been applied
Factory reset the device

Samsung has indicated that I will need to send my brand new phone in for repair at this stage. I concerned that they do not offer a replacement option for a flawed device.
 
Looks like its Samsung pay. I hadn't set it up yet and now that I have it seems ok.

Have you downloaded latest firmware update? That fixed mine.
