Why are my contact names disappearing on incoming calls?

When someone calls my phone(who is programmed in to my contacts) their name will appear for maybe a half second and then just shows the number without their name above it. Truly frustrating, because if you don't see your phone in that first half second of the incoming call you will not know who is call you. Also I have noticed if I have recently entered a new contact their name will show up correctly..??
 
Welcome to Android Central! Which phone? Are all of the contacts saved to your Google Contacts in the cloud, or the local Phone account on the phone?

Also, see if the problem persists in Safe Mode. Let us know which phone you have first, since the procedure can differ depending on the phone.
 
Tried to wipe cache partition, ran into a problem. Everytime I go into recovery mode to clear the cache, I don't have the option to "wipe cache partition." The only option I have is " Wipe data/factoryreset." I do not want to factory reset my phone.. unless that is my only option at this point??
 
Oh, that means the phone has the Seamless Updates feature, which was something new with Oreo. In order for Seamless Updates to work, the system partition is duplicated, and as a byproduct, the ability to wipe the system cache was eliminated.

This probably won't do much, but go to Settings>Storage​, tap Cached Data, and clear the app caches.
