Why are my icon frames not changing after the most recent update

After doing the most recent software update for the S7 my icon frames for apps such as YouTube and Google play store have white bubbles around them and I am unable to change them.

If you mean a white bubble around each icon, evidently they changed the theme. You can change to a launcher that allows theming and choose a different icon set. (Maybe there's even an "old S7" icon set.)
