Why are my time/weather widget on my lock screen but not on the home screen?

Lost the time/weather widget on the home screen

I've lost the time and weather widget from the home screen, but it is still on the lock screen. How can I replace it?

Long press in the spot where you had the Weather widget. Select widgets swipe from right to left until you see the weather widget. Long press until it drops where the weather widget was.

That normally works, but the "out-of-the-box" Accuweather widget that is still on the lock screen is not shown. It's a 4 x 4 widget. I also have the S-View Flip Cover with the window in the front - the widget is there as well. Can a widget be copied (not moved) from the lock screen and placed on the homepage?

It's there... Upper right... Hit the arrow to get to choose between the 2.
