Why are problems with applications opening in the background?

Problem with application open in background

Hi I have a new handset and for some reason there is a message at the top of the screen that I am unable to clear, and its not from anyone I know. Also I can see the wallpaper setting in the background and am unable to clear it. The icons are also blurry as if showing as two. If anyone could help would be great.

A screenshot that we can see would be extremely helpful here.
