Why are some app notifications waiting until wifi is on?

Former HTC One user who moved to the S7 because AT&T won't carry the 10. I do like it a lot, but this was odd tonight - I'm turning on wifi to do updates, to save data in the plan - and when I did, all of a sudden, all the day's AP and USA Today notifications came down. My other notifications (Facebook mail etc.) have been fine, I see in the list the 2 apps have notifications on - I don't see where there's any settings to differentiate notifications between wifi on and off. Any idea what's up? Thanks!

Probably because a few of your apps need direct internet access, so turn internet back on.
