Why aren't my notifications popping up?

Notifications won't pop up

My notifications for Facebook and Facebook messenger work but for some reason i can't see my notifications for snap chat and instagram. It was working before and then all of a sudden i stopped getting notifications for snap chat and instagram. It's very annoying. I've uninstalled and reinstalled both apps and still nothing. I've restarted my phone and once again nothing and even the notifications are checked when i go to the settings and the apps itself. please someone help me because i really dont want to reboot my phone.
