Why can I only turn on my phone if it is plugged into the charger?

I can't turn on my phone without charging it

My htc One X plus just turned off today with around 70% battery. I tried turning on but couldn't so i tried it again while plugging in the charger. It turned on with around 60% battery so i took off the charger then it just turned off on its own again after like two seconds. I tried turning it on but it couldn't without the charger being plugged in. i repeated the process and every time it shows a high battery charge remaining but keeps turning off without charging it. It's like the battery is not giving any backup. What do i do? The battery is not removable

Welcome.

The battery may need replacing, or there may be some other repairer attention required.

Some kind of motherboard problems. The phone can show that battery is plugged in, can see percentage of it, but cant get power from the battery. The thing that I want to say is that battery has power, but phone dont know how to use it. Can be also problems with old battery, but still think there is motherboard or Android problems.
