Why can not answer incoming telegram calls.

Why can not answer incoming telegram calls. When the call came in, it rings but no pup-up display to answer? Pop-up is turned on in the settings.

You can try clearing telegrams data then force stop it .

Welcome to the forums. Are you using the official Telegram app or a different one, like Telegram X?

Welcome to Android Central! Are you able to make calls yourself? Go to Settings>Apps and select Telegram, then Permissions. Are the necessary permissions granted?
