Why can this Pop Up NOT be Disabled on Android?

It is not a wifi networks avaible pop up. I already have that turned off. This is saying "Sign into wi-fi network". And as you can see in the below video, you can not clear it, and I go to the settings of the pop up and it's already turned off, yet continues to show??

I've seen that as well. It stays there as long as you're within range of a wi-fi network you've signed into before. You could always forget the wi-fi network, or turn off wi-fi temporarily.
