Why can wifi calling activate location services but find my device cannot?

Welcome to Android Central! Which phone? Can you explain a bit more what you mean? Are you saying that you turn off Location, but when you turn on Wi-fi Calling, the Location turns on again?

Yeah it can turn location back on , wificalling enables emergency when you first set it up so that will need location

It's still not entirely clear what you're asking. Do you want the phone to remotely turn on Location if you use Find My Device? That won't work, because you're not directly handling the phone. The reason why turning on wi-fi calling can turn on Location is probably because you're directly using the phone.
