Why can't Google Maps use my GPS when mobile data is disabled?

It doesn't seem like there is any good way to use maps with mobile data disabled. I know how to cache a Google Maps region, but Google Maps apparently just refuses to use my GPS device to determine location unless data is enabled. Is this normal? It makes no sense to me, and other apps (c:geo, for example) are able to use the GPS with no trouble. Is there a way to make Google Maps work properly offline? Is there a better app for offline maps? Is there one that can also do navigation for driving, biking, and/or public transit?
