Why can't GPS and Power Saving mode get along?

Can anyone tell me why it (appears to be) impossible to use any app that needs GPS while Power Saving is turned on?

I had this issue with Android 10 and now on a new phone with Android 11.
I have the Power Saving mode turned on - and I have excluded my apps from power saving. So I thought I could keep PS turned on while still running apps that need GPS, so long as these apps were excluded from power saving plan.
But this does not appear to be the case:
This morning I went out for a 10K run. My app - SportActive - reported that it was not able to retrieve GPS data from Android, and suggested that I turn off power saving.

So I switched off Power Saving and Adaptive Battery.
Any suggestions?

I would think because the GPS radio uses significant power, and the Power Saving Mode your phone has is hard coded to turn off GPS. I don't think it has anything to do with excluding apps from power-saving -- it has to do with the GPS radio being controlled by the system.
 
That sounds right, but I wish it weren't. I would like to have more control over my devices, but unless I am willing to root, then I guess I'm not going to have that ability.
So far though, I would say that I am more aggravated by the 'built-in' features of the Samsung Galaxy A51 than I was with my Moto G7 Optimo Maxx.
I'm thinking that I might want to exchange this phone for something else - so long as it has Android 11 or higher.
