If you can't get to a particular site (unless you know the actual URL of a picture you're trying to download, the fact that it's a Whatsapp picture won't help), call your ISP again, talk to tech support and ask if they can get to that site. (You might want to try to get to it using a laptop or desktop connected to your router by wifi first, to make sure it's the router or something further down toward the ISP.)
If everything but the phone won't get to those sites, make sure the wifi encryption on the router is AES, not TKIP or TKIP+AES. Recent versions of Android on certain phones have been having a problem with TKIP encryption - you'll get the picture, but only if you're under 50 (otherwise there's no chance of your living long enough). Even setting my new Linksys router to AES didn't fix it, but buying a $40 Netgear N300 and setting it for AES worked for me. (Everything worked pretty well on the Linksys, but waiting for a video on the Facebook app was ... well, I'm 72, so I can't wait that long - like 25 years before the video downloads. Now it takes ... well, by the time I scroll down to the video it's running.)
