I uploaded an html app I built with Intel XDK and I cannot find it in the play store when I use that phone, but another phone might actually see it in the results when searching for it in the play store. The phone im using is a Vortex Pulse.

Finding apps on the play store in general can be difficult.
If you have your package name, you can search for it by pasting it into the search bar on the play store.

If your app is not optimized for that one device, it won't show in playstore. Could be you need to review your api level.
If the app doesn't have many downloads probably it got ranked low. You just need to get more users, or switch to a more unique name.
Try going on your development console and open the app from there if you can find it there and not on the app store it means your app is lower than the rank 50 required to show your app. To find it use "App_Name" including the " ".
