Why can't I get into recovery mode?

cant get into recovery mode

I have a galaxy tab 2 7.0 tablet with it turned off the battery says its charging but not plugged in also wont let me connect to Google play tried going into recovery but wont let it is there another way to get into recovery state to factory reset already tried in the settings tab

Welcome to Android Central! So when the tablet is on but not plugged into a wall outlet, the battery icon still shows it's charging? What do you mean you can't connect to Google Play? The Play Store won't open? Do other Google apps like Gmail work?

sorry wasn't clear when the tablet is powered off and not plugged in is when it shows its charging and I tried entering recovery like that but when I hold the power button and volume button goes into a loop cycle like it wants to turn on then I see a battery sign never getting into recovery mode .and the google play its a few things not just that its says no internet connection please hook to wifi but it is hooked up that's why I want to do a hard reset but wont let me in

Are you able to use Samsung Kies to reinstall the firmware?
