Why can't I get my phone off of set up wizard due to abnormal factory reset?

can not get phone off of set up wizard due to abnormal factory reset

bought used verizon s5 model sm-g900v online i checked imei it came back clean i did a hard reset on phone and its stuck on setup wizard and has to have original samsung account info to get into phone and i am not able to get in touch with them what can i do i flashed the cutom stock on it but it went back to setup wizard help

You would need to know either the Samsung account or the Google account information.

Obviously this isn't the case here and unfortunately you got suckered, but the reason why it is in place is for security, in case someone stole the phone and is trying to use it.

Since it is a Verizon phone, contact Verizon, they might be able to help you locate the owner,and return the phone to him. You can leave a note to have him contact you after he enters the correct information into the phone.
