Why can't I make folders on my Samsung S6

I can't drag and drop apps in order to make folders. I tried everything. Pressing down very hard, hold the app for a while etc. but I can't move the app. What do I do wrong?

Can you press & hold on empty part of screen, and then get the option up to create folder?

Welcome to Android Central! You're unable to move any app icons? Are you in Easy Mode? That limits what you can do on the homescreen. Make sure Easy Mode is off.
