Why can't I reactivate my galaxy 3?

I received this phone from my daughter, it is her old phone. I had no problems activating it previously, but since I let my service lapse, Now I am unable to reactivate it. I am using same carrier as before, but no luck getting help from them. I made sure activation lock is off, no luck. I next did reset, still no luck. Any suggestions?

1. Make sure that she removed her Google account from it.

3. Let us know which "Galaxy 3" you have - by model number ("Galaxy 3" could refer to the Galaxy Tab 3, Galaxy S3, and there are a few different models of each) - and the carrier.

4. Have you brought the phone into your carrier and asked them to please activate it?
